SPEAKER AND MEMBERS OF THE LEGISLATIVE ASSEMBLY: I take pleasure in welcoming you to this Third Session of the Fourteenth Legislature of the Province of Alberta. Since the last session, this Assembly has sustained the loss of two conscientious public servants through the death of Mr. Floyd Gilliland, who represented the Electoral Division of Peace River, and Mr. Karl Nordstrom, the representative of the Constituency of Bonnyville. I know you will join with me in expressing sincere sympathy to their families and friends. My Government has convened this session of the Legislature specifically to present for your consideration legislation necessitated by the decision of the Government of Canada to terminate the tax rental agreements which have been in effect since 1947. You will be asked to approve legislation for the reimposition of personal and corporation income tax by the Province and to authorize my Government to enter into an agreement providing for the collection of such taxation by the Government of Canada on behalf of the Province of Alberta. It is not the intention of my Government that the citizens of Alberta shall be required, during the coming year, to pay higher rates of personal and corporation income taxes than those currently levied by the Government of Canada under the present tax rental agreement. To this end, my Government will recommend the imposition of personal and corporation income taxes at rates not to exceed the amount by which the Government of Canada has undertaken to reduce the taxation it is currently levying in these fields under the existing agreement. I leave you now with confidence that you will discharge your duties and responsibilities with wisdom and dispatch. I pray that Divine Providence will guide you in your deliberations.
