SPEAKER AND MEMBERS OF THE LEGISLATIVE ASSEMBLY: It is with pleasure I welcome you to the Fourth Session of the Fifteenth Legislature of the Province of Alberta. Since the last session, this Assembly has sustained the loss of two conscientious public servants through the death of Mr. William A. Kovach, Member of the Legislature for the Electoral Division of Pincher Creek-Crowsnest, and Mr. Raymond A. Crevolin, Clerk of the Legislative Assembly. I know you will join with me in expressing sincere sympathy to their families and friends. On behalf of this Assembly, I welcome Mr. Garth A. Turcott, who has been chosen by the electors of Pincher Creek-Crowsnest to represent them in the Legislature. My government has convened this special session of the Legislature to present for your consideration legislation necessitated by the termination, at the end of 1966, of income tax rates provided by The Alberta Income Tax Act, Chapter 1, Statutes of Alberta, 1961 Special Session. You will be asked to approve legislation to continue the imposition of personal and corporation income tax by the province and to authorize my government to continue the agreement providing for the collection of such taxation by the Government of Canada on behalf of the Province of Alberta. It is not the intention of my government that the citizens of Alberta shall be required, during the coming year, to pay higher rates of provincial personal and corporation income taxes. To this end, my government will recommend the imposition of personal and corporation income taxes at rates not to exceed the amount by which the Government of Canada will undertake to reduce its rate of taxation in these fields. I leave you now with confidence that you will discharge your duties and responsibilities with wisdom and dispatch. I pray that Divine Providence will guide you in your deliberations.
