P.E.I: Speech from the Throne, Third Session of the Fifty Third General Assembly, 
MARCH, 1976

In the name of Her Majesty, Queen Elizabeth II, it is my privilege to welcome you to the 
Third Session of the Fifty Third General Assembly of the Province of Prince Edward 
Island.

We are living in troubled times. All governments, all nations, are endeavouring in a 
variety of ways to discover appropriate responses to deal with the pressing problems 
associated with these troubled times.

My Government has identified two areas of paramount concern which require the utmost 
attention and dedication on the part of Government and Members of the Legislative 
Assembly.

The first area of concern is the pressing need to provide answers to the increasing 
problems associated with energy shortages and related costs.

In this respect, my Government will arrange to have presented to Honourable Members a 
comprehensive review of the current energy situation in Prince Edward Island which will 
encompass an examination of the future options for our Province. It is anticipated that 
such consideration will provide to all Honourable Members opportunity for full 
discussion, debate and recourse to knowledgeable opinion.

In addition, my Government will bring forward for the consideration of the Legislative 
Assembly a policy statement on energy matters under the jurisdiction of the Prince 
Edward Island Government.

The second major area of concern is the need to exercise restraint in public spending; the 
urgent requirement for the public and private sectors to curb rising expectations; and the 
necessity to provide meaningful employment for Prince Edward Islanders within the 
context of a changing economy.

In this respect, my Minister of Finance will address himself to these requirements in his 
Budget Speech to the Assembly and will outline various measures and initiatives taken 
by my Ministers in order to provide an adequate response to these serious matters.

In addition to the measures already specified, you will be asked to consider a variety of 
legislative proposals.

You will be asked to appropriate the funds required for the services and payments 
required by this Assembly.

The public accounts and reports of the various departments of my Government for the 
year ending March 31, 1975, will be tabled for your information. The interim report, 
forecasting estimated revenues and expenditures for the fiscal year ending March 31, 
1976, and estimates for the fiscal year beginning April, 1976, will also be presented for 
your consideration.

MR. SPEAKER AND MEMBERS OF THE LEGISLATIVE ASSEMBLY:

Prince Edward Islanders historically have responded to challenges brought about by 
changing circumstances. Prince Edward Islanders must once again rise to this challenge, 
and my Government is confident the challenge will be met.
